New contributions of the dissertation
Many years recently, the situation of crime of using explosive materials in our country has been complicated in nature, size, motive, aim, mode, and tricks. Its consequences not only took away lives of many people but also caused losses of property, causing panic psychology in the mass and seriously influencing political security and social safety.
In order to investigate this crime, functional agencies have used many different measures and gained positive results, contributing to preventing and combating the crime. However, there have been many cases in which the effectiveness in investigating and handling the crime has not met practical demands. Some cases were investigated in a long period of time, and criminals were not determined.
There have been causes leading to the above practice, but the main one is that there have been limitations and shortcomings in examining scenes especially in some typical activities. The detection, collection, maintenance, and evaluation of traces and evidence at the scene to serve the investigation did not meet the processes and procedures. In some cases, traces and evidence were not detected and collected, or traces and evidence did not have high values in tracing their sources. Records of scene examination in some locals were not professional and well-organized, etc.
Due to these above reasons, the PhD student chose the title “Examining scenes in investigating cases of using explosive materials” to conduct the dissertation majoring in Criminology and Crime Investigation, which meets both theoretical and practical demands in the current situation.
The dissertation is a relatively systematical and comprehensive study on examining scenes in cases of using explosive materials of Criminal Technical forces in Public Security at postgraduate level.
The dissertation figured out the domestics and foreign literature review, theoretical and practical issues on examining scenes in cases of using explosive materials: Building concepts and features of scenes of cases of using explosive materials; perfecting the process in examining scenes in cases of using explosive materials; figuring out the coordination among forces in examining scenes and international cooperation in examining scenes in cases of using explosive materials in the current reality.
 The dissertation studied, figured out, and evaluated the practice of examining scenes in cases of using explosive materials; evaluated and gave comments on results as well as presented limitations and causes. On these bases, the dissertation presented scientific forecasts on the situation and features of crime of using explosive materials and factors impacting scene examination in cases of using explosive materials in the coming time, and proposed comprehensive and feasible solutions to improve the effectiveness of examining scenes in cases of using explosive materials of the Criminal Technical forces, contributing to guaranteeing political security and social order and safety in the coming time.
