NHỮNG ĐÓNG GÓP MỚI CỦA LUẬN ÁN

 

1. Về lý luận:

Luận án là công trình nghiên cứu hệ thống, toàn diện và khoa học về sử dụng biện pháp vận động quần chúng phòng ngừa tội phạm ở vùng dân tộc Khmer của lực lượng Cảnh sát nhân dân. Trên phương diện lý luận, luận án đã xây dựng khái niệm sử dụng biện pháp vận động quần chúng phòng ngừa tội phạm của lực lượng Cảnh sát nhân dân; phân tích, làm rõ nội dung, phương pháp sử dụng biện pháp vận động quần chúng phòng ngừa tội phạm của lực lượng Cảnh sát nhân dân; làm rõ cơ sở chính trị, cơ sở pháp lý trong sử dụng biện pháp vận động quần chúng phòng ngừa tội phạm…

Với kết quả nghiên cứu trên, luận án góp phần bổ sung, hoàn thiện hệ thống lý luận về sử dụng biện pháp vận động quần chúng phòng ngừa tội phạm của lực lượng Cảnh sát nhân dân.

2. Về thực tiễn:

Luận án khảo sát, phân tích, làm rõ tình hình, đặc điểm tội phạm ở vùng dân tộc Khmer xảy ra tại các tỉnh, thành phố phía Nam trên các phương diện: Diễn biến, cơ cấu, tính chất của tình hình tội phạm; đặc điểm nhân thân, phương thức, thủ đoạn, nguyên nhân, điều kiện của tội phạm ở vùng dân tộc Khmer xảy ra tại các tỉnh, thành phố phía Nam trong thời gian khảo sát từ năm 2010 đến tháng 6 năm 2020. Luận án cũng nghiên cứu, khảo sát, phân tích, làm rõ thực trạng sử dụng biện pháp vận động quần chúng phòng ngừa tội phạm ở vùng dân tộc Khmer trên địa bàn các tỉnh, thành phố phía Nam của lực lượng Cảnh sát nhân dân trên hai phương diện là: Tổ chức lực lượng và thực trạng tiến hành sử dụng biện pháp vận động quần chúng phòng ngừa tội phạm ở vùng dân tộc Khmer trên địa bàn các tỉnh, thành phố phía Nam của lực lượng Cảnh sát nhân dân. Từ đó, luận án có những nhận xét, đánh giá về ưu điểm, hạn chế và chỉ ra được nguyên nhân của những hạn chế trong sử dụng biện pháp vận động quần chúng phòng ngừa tội phạm ở vùng dân tộc Khmer trên địa bàn các tỉnh, thành phố phía Nam của lực lượng Cảnh sát nhân dân.

Kết quả nghiên cứu trên của luận án cung cấp các luận cứ khoa học về sử dụng biện pháp vận động quần chúng phòng ngừa tội phạm ở vùng dân tộc Khmer của lực lượng Cảnh sát nhân dân. Đồng thời mang lại nhận thức đúng đắn về thực trạng sử dụng biện pháp vận động quần chúng phòng ngừa tội phạm ở vùng dân tộc Khmer của lực lượng Cảnh sát nhân dân và là cơ sở để đề xuất các giải pháp nâng cao hiệu quả công tác này trong thời gian tới.

3. Về dự báo và giải pháp:

Luận án dự báo khoa học về tình hình có ảnh hưởng đến sử dụng biện pháp vận động quần chúng phòng ngừa tội phạm ở vùng dân tộc Khmer trên địa bàn các tỉnh, thành phố phía Nam của lực lượng Cảnh sát nhân dân. Qua đó, luận án xây dựng các giải pháp nâng cao hiệu quả sử dụng biện pháp vận động quần chúng phòng ngừa tội phạm ở vùng dân tộc Khmer trên địa bàn các tỉnh, thành phố phía Nam của lực lượng Cảnh sát nhân dân. Đây là những giải pháp có cơ sở khoa học, bám sát kết quả nghiên cứu của luận án. Những giải pháp này khi được áp dụng đồng bộ vào thực tiễn sẽ giúp nâng cao hiệu quả sử dụng biện pháp vận động quần chúng phòng ngừa tội phạm ở vùng dân tộc Khmer trên địa bàn các tỉnh, thành phố phía Nam của lực lượng Cảnh sát nhân dân./.

NEW CONTRIBUTIONS OF THE DISSERTATION

1. In Theory

The thesis is a systematic, comprehensive and scientific study of utilizing measure of mass mobilization for crime prevention in Khmer ethnic areas in the function of the People's Police force. In terms of theory, the thesis has built the concept of utilizing mass mobilization to prevent crime by the People's Police force; analyzed and clarified the contents and methods of utilizing measure of mass mobilization for crime prevention in the function of the People's Police force; clarified the political and legal bases for utilizing mass mobilization for crime prevention.

With the above research results, the thesis contributes to supplementing and perfecting the theoretical system of utilizing measure of mass mobilization for crime prevention in the function of the People's Police force.

2. In Practice

The thesis surveys, analyzes, and clarifies the situation and characteristics of crimes in the Khmer ethnic areas occurring in the southern provinces and cities in terms of: developments, structure, and nature of the crime situation; Personal characteristics, methods, tricks, causes and conditions of crimes in Khmer ethnic areas occurred in southern provinces and cities during the survey period from 2010 to June, 2020. Thesis also researched, surveyed, analyzed, and clarified the current situation of utilizing mass mobilization for crime prevention in Khmer ethnic areas in the southern provinces and cities in the function of the People's Police force over two aspects: Organization of forces and the actual situation of utilizing mass mobilization for crime prevention in Khmer ethnic areas in the southern provinces and cities in the function of the People's Police force. Since then, the thesis has commented and evaluated the advantages, limitations and pointed out the causes of limitations in utilizing mass mobilization for crime prevention in Khmer ethnic areas in the southern provinces and cities in the function of the People's Police force.

The above research results of the thesis provide scientific arguments for utilizing mass mobilization for crime prevention in Khmer ethnic areas in the southern provinces and cities in the function of the People's Police force. At the same time, they bring the correct realization of utilizing mass mobilization for crime prevention in Khmer ethnic areas in the southern provinces and cities in the function of the People's Police force in the reality and are the basis for proposing solutions to improve the efficiency of this work in the coming time.

3. Predictions and Solutions:

The thesis makes a scientific forecast on the situation that affects the utilizing mass mobilization for crime prevention in Khmer ethnic areas in the southern provinces and cities in the function of the People's Police force. Thereby, the thesis develops solutions to improve the effectiveness of utilizing mass mobilization for crime prevention in Khmer ethnic areas in the southern provinces and cities in the function of the People's Police force. These are solutions with a scientific basis, closely following the research results of the thesis. These solutions, when applied synchronously in practice, will help to improve the effectiveness of utilizing mass mobilization for crime prevention in Khmer ethnic areas in the southern provinces and cities in the function of the People's Police force./.
